Best time to install Central Air to save $$$?

My in wall AC finally broke down this week. The good thing is that it’s the end of summer.
Can anyone tell me when would be a good time to get central air installed? What i mean is when I would be able to get the best pricing from contractors.
I currently have hot water baseboard heating, so i would need a air handler installed with vents.

When driving manual cars you save gas, does anyone know of this though?

However, Is it true that when you go in a higher gear and barely gun the gas pedal, keeping it steady and smooth speed the whole time is good for the gas mileage, however it makes the engine work harder, so even though you save gas, your engine is working harder than it needs to. Is this true? Save gas(Higher gear at low speed, but Harder though on Engine?
